Terra Sami B.V. is a joint venture between the Dutch real estate developer Rebirth Development and Curaçao-based architect Cees den Heijer. As part of this collaboration, a plot of land in Sint Michiel has been acquired, on which the residential resort Sami Verde is being developed.

For this development, the company Terra Sami B.V. has been established under the laws of Curaçao. Terra Sami B.V. owns the land and is responsible for the entire development of the project, from initial planning and design through to construction, sales and final delivery of the homes.

The zoning plan permits the homes at Sami Verde to be used for:

1.  private use
2. long-term rental
3. tourist rental

This means the homes are suitable for buyers who wish to live in the property themselves, use it as a second home, or generate a return on their investment — or a combination of personal use and rental.

The villas at Sami Verde are delivered turn-key. This means the homes are fully finished and include flooring, finished walls and ceilings, a complete kitchen, bathrooms and sanitary fittings. Walls and ceilings are delivered painted, allowing you to move in or start renting out the property immediately.

Each home features a private garden and on-site parking. Additional features such as a swimming pool, outdoor kitchen, carport or rooftop terrace can be added as optional upgrades, depending on the type of home.

Within the resort, shared facilities such as the swimming pool, terrace and landscaped outdoor areas will be developed by the developer.

In addition, we are considering offering an optional furniture package at a later stage, allowing the home to be immediately ready for personal use or rental. The exact specifications and pricing will be announced at a later stage.

Sami Verde will be a boutique green residential resort featuring approximately 40 modern villas on a site of around 3.6 hectares. The resort will be gated, offering residents peace, privacy and security.

Within the resort, the following facilities are planned:

• Shared swimming pool with terrace
• Vegetable, fruit and herb gardens for small-scale communal use
• Green outdoor areas with centuries-old trees and views over the saliña
• On-site parking at each home
• Gated grounds for privacy and security

In the further development of the resort, additional facilities are being considered, such as a pool bar and/or outdoor gym.
In addition, various amenities are located within close proximity to the resort, including beaches (Blue Bay and Kokomo Beach), the fishing village of Boka Sami, supermarkets and the Sambil shopping centre.

For the purchase of a home at Sami Verde, we have prepared a clear and structured step-by-step plan. It guides you through the entire process, from orientation and reservation to purchase and final delivery.

This way, you know exactly what to expect and will not face any surprises along the way.

It is not necessary to travel to Curaçao; the entire purchase process can be handled safely and efficiently remotely, including digital signing.

Of course, you are always welcome to visit the project location on Curaçao. We would also be pleased to welcome you to our office in the centre of The Hague for a personal introduction.

For the development of Sami Verde, we work together with various local partners on Curaçao. In this way, we combine international development experience with in-depth local knowledge of the island, its regulations and construction practices.

For notarial services, including the preparation of purchase agreements and the transfer of land and homes, we make use of the services of Notariskantoor Chatlein.

In addition, throughout the development process we collaborate with local contractors, tax advisors, construction supervisors, consultants, real estate agents and other specialised parties. By working with local professionals, we are able to build efficiently, support the local economy and ensure that the project aligns seamlessly with local conditions and regulations on Curaçao.

For the development of Sami Verde, a building permit was submitted in January 2026 to the Ministry of Traffic, Transport and Spatial Planning (VVRP). The permit is expected to be granted in the first half of 2026.

Respect for the existing nature and landscape is central to the development of Sami Verde. The resort is being realised on land that was originally used for agriculture, surrounded by centuries-old trees and overlooking the saliña. The design aims to preserve and integrate this natural environment as much as possible.

During the development, we make sustainable choices wherever possible. We work primarily with local partners, use materials sourced from the region and design the site in a way that follows the natural landscape rather than fully levelling it. In this way, we reduce transport movements while also supporting the local economy.

Nature also plays an important role in the layout of the resort. Vegetable, fruit and herb gardens will be created for small-scale communal use, continuing the site’s original agricultural character in a contemporary way.

The homes are designed so that indoor and outdoor living flow seamlessly together, allowing residents to benefit from natural ventilation, daylight and outdoor living. This creates a sustainable way of living that aligns with the climate and landscape of Curaçao.

The management of the common areas of the resort will be carried out under the responsibility of a Homeowners Association (HOA). The HOA will be responsible for the maintenance and management of the shared facilities and the grounds.

For long-term and short-term (holiday) rental, a rental and management organisation may be established in due course to provide these services for owners who wish to rent out their property. More information will be provided as the delivery of the homes approaches.

The exact structure of the rental and management concept will be determined at a later stage, with a focus on a model that aligns with the character and quality of the resort.

Sami Verde will be developed in multiple phases, ensuring quality, tranquillity and clarity throughout the entire process.

The development consists of at least three phases. In Phase 1, approximately 10 homes will be realised. Sales for this phase are expected to start in the second quarter of 2026. Construction will commence once approximately 75% of the homes have been sold. The construction period for Phase 1 is estimated at around 12 months, with planned delivery in 2027.

The exact scope and planning of the later phases will be determined at a later stage. This approach provides flexibility to align the project optimally with market conditions and buyer demand.

This phased approach ensures that:

• the project remains small-scale and well-organised

• construction is driven by actual demand

• quality and the living environment are safeguarded throughout the entire process

Please note: the exact planning and phasing are indicative and may be adjusted depending on sales progress and market conditions.

At this stage, the contractor has not yet been definitively selected. We are currently in discussions with several parties and are conducting exploratory talks with contractors on Curaçao, focusing on those with strong local knowledge and proven expertise in high-quality residential construction.

In addition, the construction process will be supervised by an independent consultant, who will monitor quality, progress and execution.

The purchase price of the property is paid in instalments, linked to the progress of construction.

Following the signing of the purchase agreement, a down payment is required. The payment for the land is made through the notary upon transfer of the plot.

During the construction phase, several instalments are invoiced based on pre-defined construction milestones. These instalments are paid directly to the developer.

The final instalment is due once the property is ready for delivery.

The buyer’s costs consist of the additional expenses associated with the purchase of the property and the transfer of the land. At Sami Verde, these are approximately as follows:

• 6% sales tax (OB) on the construction value of the home (70% of the purchase price)

• 4% transfer tax on the land value (30% of the purchase price)

In addition, notary fees and any costs related to establishing a mortgage may apply.

The total buyer’s costs are estimated at approximately 6–7% of the total purchase price. The exact costs will be specified in the purchase agreement and the notarial deed.

Our primary investments within the development consist of the acquisition of the land and the construction costs of the homes. Both are contractually established in Caribbean guilders. For this reason, the sales prices at Sami Verde are denominated in Caribbean guilders.

If you pay the purchase price in another currency, such as euros or US dollars, exchange rate risk may apply. This means that fluctuations in the exchange rate between the moment of purchase and the various payment moments can have both positive and negative effects.

Yes, in many cases it is possible to (partly) finance the purchase of a property on Curaçao with a mortgage. Based on our experience with other projects on the island, we have positive experience with the intermediary Sterk-in, which specialises in real estate financing in the Netherlands and the Dutch Caribbean.

In addition, there are various banks and financiers that offer mortgages for the purchase of a second home, both in the Netherlands and on Curaçao. The available options and conditions vary per provider and depend, among other things, on your personal financial situation. We therefore advise buyers to consult a financial advisor or mortgage intermediary.

No, you do not need a local bank account in Curaçao to purchase or rent out a property. Everything can be arranged through your Dutch bank account. However, it may be practical to open a local account at a later stage.

Owning a property involves fixed costs. As an owner at Sami Verde, you should take into account, among other things, property tax and a contribution to the Homeowners Association (HOA) for the management and maintenance of the common areas of the resort.

Property tax
Property tax is levied annually by the government of Curaçao based on the value of the property. A progressive rate applies:

• up to XCG 350,000: 0.4%

• on the portion between XCG 350,000 and XCG 750,000: 0.5%

• on the amount above XCG 750,000: 0.6%

Homeowners Association (HOA)
All owners of a property at Sami Verde automatically become members of the Homeowners Association. The HOA is responsible for the management and maintenance of the shared facilities of the resort, such as the swimming pool, the grounds, the landscaped outdoor areas and any shared installations.

The exact amount of the HOA contribution has not yet been determined. Currently, an indicative contribution of approximately XCG 600 per month is being considered.

Many owners choose to (temporarily) rent out their property. In such cases, these fixed costs may be (partly) offset by rental income.

We do not provide tax advice ourselves. For questions regarding the tax implications of purchasing and renting out a property, we recommend consulting an independent tax advisor.

As tax regulations depend on your personal situation and country of residence, tailored advice is essential.

Sami Verde is located in Sint Michiel, a quiet and green area on the western side of Curaçao, while still offering a wide range of amenities and activities nearby.

Within walking distance lies the authentic fishing village of Boka Sami. Here, you will find a small beach, a fishing pier and waterfront restaurants where fresh fish is served daily. The well-known Wederfoort Dive School is also located here, offering diving courses, equipment rental and guided dives.

Kokomo Beach is just a short distance away — a popular beach club at Vaersenbaai with clear blue waters, sun loungers, a dive centre and regular live music at sunset.

Blue Bay Resort is also nearby, where you can enjoy an 18-hole golf course, diving, snorkelling or dining at beachfront restaurants.

For daily amenities, Centrum Supermarket is approximately five minutes away, while the large Sambil Curaçao shopping centre is around seven minutes away. Willemstad and Hato Airport can both be reached within approximately ten minutes.

The combination of nature, beaches, restaurants and amenities makes Sint Michiel an attractive location for both residential living and recreational use.

Yes, Sint Michiel is known as a quiet and safe area on Curaçao. The surroundings attract many international residents and visitors and offer a strong mix of residential living and tourist rental, contributing to both vibrancy and a sense of security.
